When I wrote the Material documentation in Dec 2019 (it really needs
updating) I used something called HelpnDoc. You can get a single user
licence FOC for use in a non profit basis.
It’s a Windows WYSISWYG editor that generates (amongst other things) a
fully responsive website. There are collaborative versions available but
I don’t think there is a not for profit collaborative version.
