Just in case ... you could check the config.txt file for "DOS" style line endings. I would imagine that RPi code can handle multiple formats of line-endings but perhaps not ... so make sure that they are Unix-style. One way to do this is to edit the file in Notepad++ and check via Edit/EOL Conversion
