In the end I got a Samsung Galaxy 5e tablet, and it paired OK with PCP, but when I tried to control the volume, the vol bar moved up and down but the PCP output didn't change, unless the vol was at zero when it muted. The vol varied fine with a normal BT speaker. I then found out about BT Disable Absolute Volume control in Developer options and after I'd disabled this (and toggled BT) the vol control then worked.
