One, ATI (once the leader) started to drop behind the other manufacturers. Two, ATI stole some of Steve Job's thunder and released information about the Cube (the fact that it was to use ATI cards) prior to the official Apple announcement. They did know. Where they went wrong was not realizing that people would try to mount the card in unsupported configs, and then complain that it doesn't work. So, now they make it perfectly clear; Sort of "Hey Buddy, we're telling you now, if you put this card in a machine that we don't say is supported, we're not going to be responsible."
