Well, the slowest theoretical installation would be something like a TNT (7500, 8500 and similar) with the 120 MHz 604, and, say 64 MB RAM. Since the 150 MHz 604 works okay, there's no reason to suppose the 120 MHz won't work. In 64 MB RAM, OS X ought to install, but out to be gratifyingly and cripplingly slow.
Me, I use rocket science: Second-hand 7600/166 bought for GBP 99, with 128 MB blagged from various other boxes, running Mac OS X Server ! The software cost twice as much as the box parts.
