Oh I see!! This is completely different than what I thought you were asking.
You don't want to fax to another machine via tcp, you want to communicate via
tcp/ip to a *remote fax server* which will then fax via telephony to the
desired fax station.

I've looked at this as a potential solution some time ago because I too
couldn't stand faxSTF's lousy product, but I gave up my search when I found
Cocoa eFax.

Now if you plan on completely getting rid of your telephone system, then the
fax server solution is your best bet. But are you really going to get rid of
your phone? I did, but lucky for me, I can fax out of my cell via a USB
connector (and even luckier for me, I rarely have to fax anything--email and a
scanner does the job).

I'll look around the Apple section of slashdot to see if any smart unix
hackers ever attempted to compile the hylaFax source code for OS X.
