A good place to start is to goto <www.macosxhints.com> and search for 
'performace tuning for g3 macs' IIRC it lists about 10 things you can 
do. Another thing, and you may not like it, is to upgrade to Jaguar. 
The speed difference by just doing that is astounding.

We'll probably need more info to help you with this. Are you unable to 
connect from another machine? Have you double checked System 
Preferences to make sure that you have file sharing on?
