I am still looking into this horizontal hash issue with R7000 cards. Would someone with an ATI Mac Edition R7000 be willing to email me a high resolution scan of the front and back of the card in the region

They're still available on eBay. Here's one:

Of course, there are lots of flashed PC cards there too, but this one is a genuine ATI Mac edition card.
I got the scans I needed and won a card on Ebay. Thank you Dan and Nancy and thank you NN for the offer. There are in fact components present on the real ATI card in the vicinity of the VGA and DVI connector which are missing on the Sapphire and PowerColor cards. The Sapphire is missing more than the PowerColor. This could be affecting the ability of the cards to support DDC properly or it may be a complete red herring.
I'll be getting a couple of PowerColor cards next week and I asked the ATI Ebay seller to quote me faster UPS shipping so I hope to have that early next week too and get to the bottom of this. Of course, I may need to wait on a Digi-Key or Mouser order before I can get the components I need to really do the testing, although I guess I could just move them from the ATI card to the Sapphire and PowCol cards and then move them back.
