I expect the Developer versions of Rhapsody would run, although in the end the shipping version of Mac OS X bore little resemblance and the app compatibility would be minimal if any. There wouldn't be much point outside of the geek factor. You're pretty much limited to MacOS 9 and Linux/UNIX. Depending on your needs, Linux or a BSD might do you quite well.

Incidentally, you don't need a company's permission to use their product names in this way. Otherwise reviewers, bloggers, the media, etc. would be bogged down in paperwork. The only way you'd need permission would be if you were trying to create a product using the Powerbook name or wanting official Apple sanction for a Powerbook-related product. Some companies are more protective of their names than others, but so far Apple has been decent about the names themselves (though not necessarily what people do with the hardware ;) )
