Do they store settings using override files that ought to be in the
database (where clients can modify the settings with the admin GUI

The client can use a "webmaster mode" to edit language, etc. All
editable text displays green in webmaster mode, and if they click on a
green word or phrase, a box pops up for them to edit it with. Other
store settings are editable through the admin interface. I believe
both the language and settings are stored in the db. Layout -- most
of it anyway -- is stored in the smarty templates.
X-cart.com has a limited live demo online, and they also have 30 day
fully functional trials. Give em a shot and let us know what you
think :-)
