That depends a lot on you, and your own personal style.

I personally prefer a text editor, not a full development environment. Maybe it's because I grew up on vim... Throw in good syntax hilighting, and I'm set. If you really wanna make my day, give me some code hinting and a built-in (S)FTP integration.

I'm a big fan of TextMate (Mac only) and Coda (Also Mac only, not so free/Free). Smultron is a decent (and free) syntax hilighter and basic text editor for Mac, but it's missing code completion goodness and built-in (S)FTP. That said, when combined with Cyberduck it's a very viable option.

On Windows, I like UltraEdit and Notepad++. UltraEdit is one of the most complete "not an IDE" editors I've used. I'm looking forward to the Linux/Mac port that should show up any day now.

On my *nix boxen I use vi/vim/gvim.
