I spoke too soon… yum clean all didn't fix the problem… it got me one step 
closer..

it now outputs 

Setting up and reading Presto delta metadata
fedora/prestodelta 

then fails.  This happens on new packages as well as updates to existing 
packages.

I rebuilt the rpm db as you suggested,  I get the same message as above now 
(after it takes a little longer to download the db's
