There are several causes of this issue, including:
* The technology executive doesn't really understand his own
department.  Often times IT/IS are put under the Finance umbrella, and
some companies choose Finance people to run IT/IS.
* Purchasing authority is centralized across the company.  This
separates the purchase by so many layers, reasons and all motivations
get lost.
* Weak managers that are afraid to, or don't know how to, communicate
the business need to those that can approve these purchases.

Perhaps your company has 1 or more of these problems.  Unfortunately
most of these bad decisions usually start at the top of the
organization, and won't be fixed easily.

Not all companies have this problem.  There are a lot, but you can
find a company that doesn't.  Look for a company that recognizes the
importance of technology decisions.  Remember that interviews for
employment go both ways.  Interview them as well.
