My experience with OpenWest (I've helped organize it in the past, but
haven't directly been involved in talk selection) is it's like a technical
speaker potluck. They accept a huge range of subjects.

What I would do is submit 4-6 talks on a wide range of subjects you'd like
to speak on (they ask how many total talks you're willing to give so you
don't get all 6 accepted), and the community voting is the primary
mechanism they use to determine what talks to accept.

The only thing I wouldn't do is submit subjects you're not eager to speak
on. :)
