[uportal-dev] 3.1.0-RC1 Jira review

Could any developer who has an issue assigned to them here for the 3.1.0 release please review this list and resolve them as appropriate? I'm wondering if some of the FSS issues could be marked resolved for the 3.1.0-RC1 release.
