For 2235, I see an option for "Reopen Issue" right above the word
"Operations". You sure, you're not seeing that?

You may be right - it's marked as "fixed" / "resolved", but if Jira
doesn't equate that with "Closed", then that could be the problem. For
an issue at that state, should I just add comments, then?
