This removes a "NOTE" section from the udev bridge manpage stating that the
udev bridge was a temporary solution until upstart itself would listen to
netlink.

As things are nowadays, we're quite happy with the way things currently work
and the distro has been relying on the udev bridge for years without any
problem.

As such it's no longer a temporary solution and is actually the recommended way
of reliably getting kernel events.
