because lighttpd is removing one layer of URL-decoding url decoding
before passing requests on to my urweb executable. (My understanding
is that this extra url-decoding is a long-standing Apache misfeature.)
I'm not sure I understand the problem, since you mention lighttpd in one
place and Apache in another; however, I think this kind of post is more
usefully submitted as a Mantis bug. Would you mind doing that?
