The Debian policy is with an eye towards the more common case where the person packaging and the person maintaining upstream are not the same. It's easier for Debian to add a debian/ directory if there isn't already one (especially if they need to diverge from upstream). The classic solution here is to maintain a separate branch 'debian' which contains the relevant metadata, and keep it merged (which shouldn't be too difficult.)
