How embarrassing.

The SVF file I was playing had a "FREQUENCY" command embedded in
it.  As a result, the "set frequency" command I issued to urjtag was
being overridden as soon as I executed the "svf main.svf" command.

After correcting this blunder, the Olimex can program the device faster
than urjtag is able to parse the SVF file (about 8 seconds to parse, 7
seconds to program).
