i think we should be setting the limit to 100KiB.  for patches that exceed 
that, if they cant be broken up into smaller components, then they should be 
at least compressed and attached.  if a compressed file still exceeds that, 
then i'd like to think that either it should be split up, or it's adding stuff 
that perhaps shouldnt be in the tree ...
