Thank you for your reply.
That is Broadcom BCM 7401 that has EJTAG 2.0
I can read IDCODE, IMPCODE but can not make the CPU to enter Debug mode
neither 
write any data to a given address.
Must I clear any bits at a specific location first  to be able to write any 
data?

Can you please help?
