The point is: if I am a novice electronic guy, and I *sometimes* want to do some JTag, it is usually quite boring to go and buy a cheap jtag adapter - mostly because the delivery time is quite long and usually the jtag stuff to be done makes sense only if it is done within little time (e.g. for a weekend project). In these situations slowness of the adapter is not desiderable, but definitely not frustrating as abandoning the project because of missing components. Instead, "flashing the hypotetical jtag-adapter-firmware onto that Stellaris board I bought for experimenting some time ago" could be a good idea - and save some lives, maybe :)
