*Position: Technical Lead* *Location: San Jose, CA* *Tenure: 6+ Months* *Must have:* Technologies/Languages *: *.NET, ASP 3.0, C#, VB, VBA, Java, Java Script, VB Script, HTML, XML Services *: * Web services (SOAP), WCF web services, SSO, LDAP Methodologies *: * Iterative, Waterfall, Agile Databases *:* SQL Server 7.0/8.0/9.0/10.0, Oracle 7, 8/8i/9i/11i, MS-Access · Partners with key project stakeholders (Technology, Business Partners) to refine the non-functional (system and infrastructure) requirements in alignment with the scope of the project, the expected timeline and quality objectives. · Leads technical discussion with interface teams and infrastructure team to ensure planned approach meets quality expectations (published standards and best practices) and to obtain required signoffs. · Develops and iterates the required project deliverables, such as the Technical Design Document (TDD), and Production Handoff Document (PHD). · Coordinates with Business Analyst to complete the Detailed Requirements Document (DRD). · Reviews project deliverables, such as the technical specifications and test plans. Works with Project Manager to get necessary approvals. · Leads non-functional issue investigation and resolution during testing phase (system integration testing, regression testing, performance testing, user acceptance testing). · Ensures project solution is in alignment with OCIO standards and best practices (e.g. architecture guidelines, development standards, InfoSec requirements, etc.). · Ensures project solution meets the requirements of the project. · Maintains project documentation in project repository (SharePoint) to reflect current updates and promote documentation currency. · Comprehensively reports on status of the project deliverables to provide visibility to overall progress to the Project Manager. · Proactively identifies, manages, resolves and/or escalates external dependencies to the Project Manager. · Proactively identifies, manages, resolves and/or escalates key technology risks and issues to the Project Manager. · At the end of Design phase, validates effort estimate provided by Shared Services and works with the Project Manager to establish Level 1 estimate for effort and schedule. · Provides or facilitates subject matter expertise to assess the impact of proposed scope changes (CRs) on the project deliverables (effort estimate) and determines escalations as required.
