Role: WebSphere Enterprise Architect Client: Texas Health and Human Services Duration : 12 (months) Location : 701 W. 51st Street, Austin TX 78752 Description: The Enterprise Architect 1 will perform highly advanced (senior-level) in-depth computer systems analysis work. Work involves planning, budgeting, and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. The candidate applies analytical skills to support the development, enhancement and maintenance of technical architecture and software solutions that range from simple to extremely complex applications. This requires the individual to work with process improvement processes, and projects regarding, but not limited to, advanced computing technologies, operations, logistics, planning, and requirements deployment. Competent to work on complex projects and applies a comprehensive knowledge of requirements gathering concepts, practices, and procedures. The candidate is capable to work under tight deadlines and is capable of handling extremely heavy workloads. With limited general direction, operates independently and responds rapidly in a complex organizational environment with daily customer interchange and multi-faceted tasking. Provides guidance to and assists in training less experienced personnel. The worker will perform the following activities to accomplish the following goals: 1. Identify, analyze, lead and direct HHSC IT – Social Services Applications initiatives across the Eligibility Applications portfolio, including TIERS & associated applications, including Portal Center of Excellence applications. Maintains a close relationship with the IT Social Services Applications governance bodies, Business Automation, and various internal and vendor Application Development teams in the articulation, chartering, and execution of business and functional requirements for HHSC IT Social Services Applications projects in support of internal and external processes, functions, operations, upgrades and statewide and interagency interfaces. Manages work plans, project activities and schedules. Works directly with business organizations and developers to drive the translation of business needs into technical & design specifications. 2. Analyze requirements in terms of system functionality, portal style guide and portal framework needs and impacts. Conceptualizes to define the problem and formulate potential solutions. Develops and reports solution recommendations to HHSC IT management and other governance bodies. Individual will follow agency guidelines and best practice standards throughout the process. 3. Establish application development/enhancement/migration strategies and schedules. Coordinate closely with agency business and technical staff in the planning, design and development activities related to development/enhancement/maintenance of existing applications and the migration of existing applications to the enterprise portal model. The individual will provide expertise in the areas of design, development and operational requirements for the Social Services Applications portfolio, architecture development and information management for Health and Human Services Commission. 4. Conduct research for or write portions of technical proposals, implementation & operational advanced planning documents, Statements of Work related to the acquisition of software and hardware products/systems as well as participate in HHS interagency complex problem analysis where technical expertise is required. Works with operations teams to create [system] complimentary policies, procedures, and processes, including product and training documentation. 5. Coordinate the needs and efforts of all project stakeholders including end-users, executive sponsors and management from project inception through implementation. Under the direction of his manager, this position will also be responsible for instructing, directing and monitoring the project work of assigned personnel. Works as a senior member of the team to mentor less experienced staff, works jointly with other analysts/developers to accomplish system design needs, development, implementation, debugging, performance enhancement and ongoing system maintenance. 6. Performs architectural & design oversight for all HHSC IT Social Services Applications initiatives. Reviews, provides input on, and approves system architecture and application design proposals. Works collaboratively with the Application Development and Infrastructure &Operations teams in developing and implementing the HHSC Enterprise Architecture vision. Minimum Skills Requirement in years: · 10 years Hands-on experience in architecting, designing, developing, enhancing and maintaining enterprise-class applications on the J2EE application development platform. Hands on experience in all phases of SDLC is required. · 5 years Enterprise Architecture / Senior Level Development Lead experience leading complex, enterprise-class, multi-system integration environments. Must have in-depth understanding and hands-on experience with designing and developing enterprise-class application system architectures · 5 years Hands on architecture / design experience with IBM Middleware suite (WebSphere Application Server, WebSphere Portal Server, IBM Web Content Manager) · 3 years Hands-on architecture / design experience with IBM WebSphere Portal Server 8 or later. · 3 years Hands-on architecture / design experience with Portal – Web Content Manager Integration · 3 years Knowledge of best practices in the areas of application design, performance, scalability and maintainability. · Excellent oral and written communication skills · Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is required. 10 years of RELEVANT experience can be substituted for a degree.
