*Position Details:  *This Business Analyst position applies requisite
knowledge and experience to solve a variety of common business issues.

Works on problems of moderately complex scope. Acts as an informed team
member providing analysis of information and limited project direction
input. Exercises independent judgment within defined practices and

*Skills Required:*
Education and Experience
• Typically a Bachelor’s degree in a technical or business discipline or
equivalent experience.
• Minimum of 2 years of related experience or a Master’s degree and up to
two years of experience.
Knowledge and Skills
• 2 or more years’ experience.
• Essential: requirements determination using structured techniques for
documentation, analysis, evaluation/ validation; decomposition of high-
level information into details; abstracting low- level information;
distinguishing requests vs needs; distinguishing requirements vs.
solutions; classifying/ prioritizing requirements; requirements change
management and traceability; identifying risks; applying creativity to
solving complex problems; building relationships and working
collaboratively; effective verbal/ written communication; experience in an
industry domain.
• Specialized: developing structured user manuals and training; business
rules modeling; develop and executing acceptance test plans.

Job Responsibilities:
• Formulate and define system scope and objectives using knowledge of
information technology and industry knowledge/ requirements.
• Act as a liaison between client and technical solutions/ support groups,
using strong communication skills to elicit, document, analyze and validate
business processes, systems, and solution requirements.
• Research, identify, and specify solutions to problems.
• Support and conduct visualization, user experience and configuration
elements of solution design.
• Document requirements specifications using high-maturity methods,
processes and tools.
• Support requirements management and change management processes.
• Support aspects of the business cycle, including proposals, feasibility
studies, and implementations.
• Consider the business implications of the application of technology to
the current business environment.

The person in this position will join an Implementation and Test Team with
multiple years’ experience with the Property Tax Administration business
processes and application, Aumentum/eGov, being tested.
•Participates as a member of a Testing Team.; may lead small testing teams.
Utilizing the testing methodology, applies specialization to develop a Test
Plan for a test level to be executed for a project, as specified in the
Testing Strategy for the project.
•Coordinates and collaborates with others in analyzing collected
requirements to ensure the Test Plan and identified testing solutions meet
customer needs and expectations.
•Assists in the preparation of estimates for the performance of the various
activities defined in the Test Plan. Designs complex testing scenarios and
test cases that will demonstrate conformance to all functional and
non-functional requirements, relative to the test level, as defined in
business or technical specifications.
•Reviews and analyzes test results to confirm, establish, and communicate
the cause of the discrepancy. Identifies inadequacies and improvement
opportunities in the methods/standards and recommends changes. Stays
current on established tools, techniques, and technologies.
•Supports/leads knowledge management and collaboration through
participation in testing discussions, communities and improving testing
collateral through lessons learned.

Skills Required:

A successful candidate for this position possesses the following testing
skills:
•Must have testing experience with web applications. This includes the
following types of testing:

- Unit/integration/system/Smoke/Regression Testing
- Interface testing (familiarity with file layouts, field mappings, etc.)
- 3rd party vendor integration testing

o Automation Testing using QTP
o Performance Testing using performance center

•Proficient in End to End testing
•Preferred experience in Usability Testing
•Good to have minimum of 7 years development life-cycle experience.
•7 years or more experience in leading and delivering testing services in
multiple technologies and industry.

•Advanced understanding of software test methodologies, testing tools, and
development methodologies and their interaction.
•Exceptional verbal and written communication skills, demonstrated
influencing skills, and ability to work effectively in a geographically
dispersed team.
•High level of technical and team leadership skills.
•Knowledge of agile, scrum development method and how testing team members
participates in this process
•Able to perform risk analysis, validate requirements and specifications,
establish testing priorities and scope:

- Develop test plans
- Evaluate, develop, and validate test scenarios

o Develop performance scenarios for testing
o Validate requirement traceability and testing coverage
o Defect Tracking and logging using ALM

• Proficient in test reporting and metrics:
o Test planning and coverage reporting
o Test execution summary reporting
o Defect management and reporting
o Escalate quality issues for resolution
o Testing status and project feedback
o Archive testing assets in order to verify completion of testing
o Defect Reporting using ALM
• Proficient in test management and testing tools. Preferably 3+ years
working with HP ALM 11.x, Business Process Testing, and Unified Functional
Tester 11.x
• May assign work to others.
• Provides time / resource estimates for assigned tasks.
• May provide time / resource estimates for assigned projects.
• Designs and implement solutions for area of project responsibility.
• May design solutions for assigned project

Required Education and Qualifications:
• Typically a technical Bachelor’s degree or equivalent experience and a
minimum of 6 years related experience or a Master’s degree and a minimum of
4 years of experience.
• Bachelor's Degree or Master’s degree in a Computer Science, Information
Systems or related field
• Experience working for a Consulting Services organization
• Experience working with State or Local government a plus.
• Excellent verbal and written communication skills
• Ability to work effectively in a time critical environment
• Must excel in an agile / iterative development environment.
