Position: Project Manager Client: TWC / State of TX Location: Austin – TX Duration: 3 months + (Renewable) The services of the Worker(s) will include, but are not limited to, the following: A. Obtain consensus, manage, design, and implement an updated or replacement Software Development Life Cycle (SDLC) framework(s) working with all Information Technology (IT) Division departments and business areas. B. Facilitate the review and assessment of current SDLC phases and deliverable templates with all IT departments and business areas. C. Create comprehensive SDLC phases and deliverable templates for Internet and mainframe development projects and maintenance (phases and template deliverables will be tailored for small, medium and large software development). Include description of recommended tasks, techniques if applicable, and related control objectives for effective management for each SDLC phase Work with the Quality Control Manager to include tasks and techniques for unit, integration, usability, accessibility, parallel, regression, performance, system and user acceptance testing. Identify and document requirements gathering tasks and techniques (e.g., Use Case Analysis) for business analysts and developers. Mentor business analysts and developers on requirements gathering techniques. Define the metrics and measurement process for determining the effectiveness of the SDLC framework changes. Define and document a technique for SDLC enhancements. D. Facilitate the adoption of the updated or new SDLC. E. Other Duties as assigned. Schedule, manage and report activities and progress to achieve planned dates. Work under limited supervision. Manage multiple projects. Use team-oriented interpersonal and communication skills effectively. II. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements: Years Skills/Experience 5 Facilitation and management of enterprise-wide projects (e.g. Joint Analysis Design (JAD) sessions). 5 Use and/or implementation of two or more SDLC frameworks/ methodologies. 3 Experience creating and/or redefining and customizing a SDLC framework/methodology for an enterprise SDLC process improvement initiative. 3 Experience customizing SDLC processes and templates for enterprise IT projects. Preferences: Years Skills/Experience 3 Knowledge of the following technical areas: DB2, Java, Internet Applications, batch and web services interfaces, Service Oriented Architectures (SOA), mainframe batch applications, Natural, CICS. 2 Manage implementation of software development life cycle (SDLC) methodology.
