*Job Description:*

To enable accurate and complete reporting from a single or unique source of
data, by developing policies for input of the same.  This objective holds
true for all critical applications as determined by DOC; nevertheless the
emphasis is on iTag, which is our Inmate Management system.

The problem we seek to eliminate is that personnel are not entering data or
entering it incorrectly.  Hence the Reports for management are .manually
compiled and are incorrect due to various definitions.

So to repeat, DOC needs to understand the organizational structure,
definitions of fields, determine whose responsibility it is to enter data
and their reporting structure; and hence write Internal Management Policies
(IMPs) that codify data entry responsibilities.  This will enable reports
and KPI generations from one source; iTag.



Background:

DOC has nearly 50 applications.  They are mostly Oracle based.  Very few
are SQL and we do have an application in FoxPro called Timepoint.   OIT has
manuals for most applications.  The main applications are iTag (Inmate
Management), Logician (Centricity EMR), TimePoint (Custody Scheduling) and
JPay.

 In addition, we also use Applications managed by other Agencies such as
FileNet, ID Credentialing, OBCIS, WebFocus/Focus.  These are not known to
OIT.

 DOC has about 20 sites including Facilities, Farms, and Halfway houses.

 iTag

 The Inmate management program (iTag)  is a complex system that is being
upgraded to a later version on Oracle 11G Data Base with a newer forms and
reports..  iTag has 2 main  components (1) Inmate Process (2) Inmate and
Parole Financials.  The Inmate Process includes recording data on the
following:



a.            ID & Security

b.            Classification

c.             Movement

d.            Release

e.            Sentencing

f.             Programs – both educational and vocational

g.            Gangs

h.            Visits

i.              Parole Eligibility Date



Other ITAg related Modules



1.  PRIM: Multi source access to transfer data to iTag.  An example is to
keep track of State Inmates who are residing in County Jails.  Or,
Sentencing and Offender ID information from AOC



2. CPTS: This System collects data from iTag and RCRPs.  The RCRP data
includes substance abuse, Escapes, Parole, Maxes, Discipline returns, etc.



KPIs and Reports



Management looks at certain numbers regularly.  They include the following
but there may be more.  All these numbers are by each facility or RCRP.
Some information may not be in iTag



1.            Inmate deaths, Suicides

2.            Escapes

3.            Contraband discovery

4.            Cell and Bed searches

5.            Inmate Drug tests

6.            Inmates in close custody

7.            Medical Transportation

8.            Enrollment in Educational and other programs

9.            Inmates on waiting list for programs

10.          Mental Health Evaluations

11.          Gang Sweeps

12.          Assaults on Officers



Given the above situation, the Consultants will:



1.            Familiarize themselves with the Applications and the manuals

2.            Understand the fields and define them appropriately

3.            Understand the reason for the applications and hence
management requirements in terms of reporting and KPIs.  Study the APPMs
and revise them if necessary.

4.            Determine and document the users for each application, that
is, determine and document user types and their roles and their Supervisor.

5.            Determine data entry points, personnel and the reporting
structure for managing data entry.

6.            Develop internal management policies (IMPs) for users

7.            Develop and/or modify manuals, if needed by OIT

8.            Provide training to end users in data entry at least once, in
keeping with the accepted definitions in item 2 above

9.            Simply process of data entry where ever possible to avoid
errors.



The consultant will report to the Chief of Staff and will need to work
closely with the Assistant Commissioners, Deputy Commissioner, and other
Management Administrators,
