*Job description:*



The BA’s chief role is to assist the PMO with the management, coordination,
and support of the projects, programs, and initiatives requested by city
departments.  Specifically, we require one business analyst with strong
skills in gathering business and technical requirements, mapping business
processes and data and system workflows, facilitating gap analyses, and
contributing to other written business deliverables necessary to increase
the business value and quality of services and solutions while bridging the
communication gap between the business and technical staff.  The BA will
help the business implement and sustain quality business solutions by
determining the requirements of a project, program or initiative and
communicating them clearly to stakeholders, sponsors, project teams,
business leaders, and business owners. BA is responsible for working
directly with customers, project managers, project team members, enterprise
architects, business decision makers, service owners, business process
owners, and a multitude of other roles to perform the duties assigned.

*Skills Required *

The duration of this engagement is expected to be short, but can go as long
as 18 months.  The BA will report to the Enterprise Program Management
Officer.  The City seeks Consultants with at least 5 years’ experience as a
BA fulfilling the following requirements:

•       Elicit requirements using interviews, document analysis,
requirements workshops, surveys, site visits, business process
descriptions, use cases, scenarios; business, gap, task and workflow
analysis.

•       Translate business requirements into technical requirements.

•       Business and technical process mapping.

•       Critically evaluate information gathered from multiple sources,
reconcile conflicts, decompose high-level information into details,
abstract up from low-level information to a general understanding, and
distinguish user requests from the underlying true needs.

•       Proactively communicate and collaborate with external and internal
customers to analyze information needs and functional requirements and
deliver written business and functional requirements.

•       Utilize industry recommended practices for requirements definition
and management systems and methodologies.

•       Successfully engage in multiple initiatives simultaneously.

•       Work independently with business and technology personnel to define
concepts and approach for analysis.

•       Strong analytical and business skills required, including a
thorough understanding of how to interpret customer business needs and
translate them into application and operational requirements.

•       Excellent verbal and written communication skills and the ability
to interact professionally with a diverse group, executives, managers, and
subject matter experts.

•       Serves as the conduit between the customer community (internal and
external customers) and the Program Management Office through which
requirements flow.

* Other Skills Desired *

•       Bachelor's degree in business, computer science or a related field.
Other combinations of experience and education that meet the minimum
requirements may be substituted.

•       Certified Business Analysis Professional (CBAP) designation from
the International Institute of Business Analysis (IIBA)

•       ITIL v3 Foundation Training and/or Certification

Lean Six Sigma Training and/or Certification
