Some users find tooltips annoying, developers more so than ordinary users so they may have been reluctant to add such a feature. It is also posssible no one ever asked or it is something the developers have not got around to adding yet. I'm not sure about the current version of Nautilus does but in older versions you could set the Preferences to show additional information underneath the filename. The current behaviour is intended to make things _less compicated_ in general but trying to things differently from the defaults will always require extra work which is why we try so hard to set defaults that will work well enough for the biggest possible audience.
