I'm reasonably sure that layout is legacy from Sodipodi and not
intentional.  It is very likely to be fixed as part of the move to GtkMM
as the code gets rewritten.  (There is a totally new Preferences dialog is
available in recent builds but the flaw you mention does occure in other
places.)
