If it is useful to sort items in alphabetical order at all, that should 
be true regardless of locale, so menu items should be sorted 
alphabetically for whichever locale you have chosen.

However, if you customize the menu order at all -- that is, you have 
chosen something you like better than alphabetical sorting -- that 
customization should not be obliterated when you change locale.

Therefore, I suggest there be a flag set to record whether you have 
customized the order of the menu (perhaps one such flag for each menu). 
If the flag is set, changing your locale should not reorder the items.
