That's an excellent first step.  I like it because it's useful no matter 
what happens:  if it leads to a universal HIG that would be ideal, but 
at a minimum it would provide a list of "gotchas" for UI designers to 
consider.

If someone wants to set up a wiki for this I'll happily contribute.
