This certainly sounds like an annoyance. Of course, the reason the top-left 
corner was chosen is because that's where the Activities menu is, which makes 
the hot corner behaviour more discoverable than it might be otherwise. So I'm 
not sure how the designers would feel about simply moving it to a different 
corner, but that's not to say there isn't a good solution to be reached.

To ensure it gets best attention, I would suggest either filing a report 
against gnome-shell at bugzilla.gnome.org, or sending your concerns to the 
[email protected] mailing list instead, where more of the gnome-shell 
designers and developers hang out.
