This is a Panasonic-proprietary setting which determines which devices the BIOS
will accept, and possibly configures the multiplexing (WLAN and WWAN onto the
same antennae). 13 also works, but I don't know the difference between the two.

For those who have locked Sierra modules (FCC or ENTERCND or both), there is an
online keygen at https://sierra-keygen.uu.sg/ (a hosted version of what is
linked below) which can be used as follows:

Figure out the modem ID required for the challenge/response (and more info
