Any system messages sent while messages are locked is a bug. Please submit the recipe.
As for workarounds, you might consider a script-local flag that's set at the end of your preOpenStack handler, and read at the beginning so that if it's empty do nothing.
Shouldn't need that workaround though - please log the bug and post the RQCC# so I can cc myself on it.
