For them to be able to submit an app they must have an iPhone developer account. The person who looks after that account can install the developer and distribution certificates on a Mac, go into Keychain Access, and export each certificate as a P12 file. They would send the P12 to you, along with ad-hoc and App Store provisioning files, and you would be able to install those on your Mac.
If all that goes ok you can then build the app using their certificate and provisioning files.
