Strange, not sure why that would be. If the stacks are set up the same
(openstack closestack in the stack script not a card script, and only 1 set
of openstack closestack in the message path) seems like the behavior of the
problematic stack is correct. Maybe the other stack has something catching
the messages before they hit the mainstack?
