Think you are right about UK.  You can find £70-80 boards with embedded Atoms
on Amazon.  Then you need memory, storage of some sort, and a case.  You can
get cheap min-itx cases, have a look on ebuyer, but bottom line, you will
not get away much under £150.

If doing this sort of thing though, the Euler case from Akasa seems really
neat, and that will support a low wattage i5 and a low profile itx board.. 
It won't be cheap but it could be a very nice little system.
