Create a new menu item in the right-side column. Select the new item and click the icon with 3 bars and a right-pointing arrow just above the column. (It's under the "Delete Item" button.) That moves it into a submenu.
Really all it does is add a tab before the menu item name. You can do that manually too by editing the menu button contents.
