Jim,
It appears that neither "open stack" nor "go stack" will trigger a PreOpenStack message. I am using as a workaround an "open stack" and then sending a PreOpenStack message to the stack.
Clumsy but it works.

Try using "go stack" to the stack file name on disk. This should always
trigger a preOpenStack.
