They won't change unless you change them yourself, and the only type that can be changed besides the stack ID are images. All other control IDs are permanent.
If you copy/paste a control, the new one will acquire a new ID but it doesn't sound like you're doing that. Cutting and pasting a control will retain the original ID if you paste it back into the same stack.
