Tab buttons sometimes require two clicks

It seems that sometimes after selecting a tab on a tab button that it 
requires two clicks in order to select another tab.  It seems to be 
sporadic but I see the behavior most of the time with the following 
test:

1) Create a new stack
2) Place a tab button on the stack
3) Add this script to the button:
on menuPick
        answer "hi"
        
end menuPick
4) Select menu items and use return/enter to dismiss the dialog.
I am seeing this on OS X and Windows XP though I've only tried the test 
above on OS X.

Anybody else seen this?  Any ideas on what is going on?
