On OSX, I set up a menu with 1, 2 and 3 as command keys for one of the menu

If I change the command keys to letters, for example, the menuPick message
is sent and the menu operates as expected. How can I use numbers as command
key equivalents for menu options?

The IDE traps for these and uses them to navigate around the stack. Could it be that the IDE is intercepting your menu commands? If your stack is frontmost and its menubar is showing, then that shouldn't happen of course.
