While Dave wasn't specific, I presume he is referring to the fact
that one must be editing a group if one wants to change the
layering of controls within that group, while one must not be
editing a group if one wants to change the layer of the group as a
whole.

Are you referring to the development environment or in general? I ask
because you can relayer groups and controls within a group without
editing the group.
