Won't recognize the attachment at all, or won't recognize it as a
Revolution file?

If the Windows mailer isn't seeing the attachment, sounds like a mail
configuration problem of some sort (you can test this by trying to email
another kind of file and see whether it works).

If the file gets there OK but Revolution doesn't recognize it, make sure it
has the extension, ".rev", at the end of the file name. Also, check your
Mac email program and make sure the attachment is not somehow being sent in
MacBinary format.

Definitely should be able to do this. It sounds like there's just a glitch
in sending that should be fairly easy to figure out.

I'd guess since you're more familiar with the Mac, developing there will be
easier. I think you'll find it simpler to debug if you move the stack to
Windows and check it in the development environment before you build the
Windows standalone.
