There are a lot of programs around that achieve what you want.

One of the newer - and very inexpensive - ones is "RealDraw Pro" from
www.mediachance.com, which has a 30-days trial version and sells for $
49. It is mainly based on vector graphics, but you can import bitmaps,
set them to any level of transparency or create transparent areas in or
around it.

RealDraw has much of the potential of Photoshop, but it is far easier to
use, and it has really has fantastic features for instance to create
button graphics withs bevels, shadows, spotlights etc. etc.

The corresponding authoring program of Mediachance is MulitmediaBuilder.
It does not have the functionality of Metacard or Revolution, but offers
a lot for hobbyists that wish to assemble multimedia projects with
lesser interactivity.

MultimediaBuilder is in the same price range as RealDraw. That may be
one of the reasons for the very lively Mediachance community, as you can
see from their various discussion lists.

Any ideas for a new price policy?
