It is possible, but you need something in between the relay and the serial
port. The system I use has a box that connects to the computer and to the
various inputs. The ROM in that handles the communications including the
various commands that can be sent from the computer. This box then talks to
an output box that actually contains the relays for switching pumps, valves
etc.

Sorry I can't be more helpful, but I don't know the details - I just plug
everything in and hope it works :-)
