I guess the problem is in your sqlmap.config
See if it works by replacing your xml name sapace with <sqlMapConfig xmlns="http://ibatis.apache.org/dataMapper"; xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance";> in your config file.
