We once extended the PUR module with a "context" feature which was pretty much 
our way to enable site-specific configurations (e.g. storing the user in 
special folders). Unfortunately we did this on PUR 1.0-SNAPSHOT so the code 
will not work anymore with todays version. 

But as far as I can remember it's not rocket science: Have a look at the 
registering process. The HierarchicalUserManager is responsible for setting up 
the folder hierarchy:

So if you are happy with the two-letter hierarchy but would like a different 
root folder, you might simply have to configure the realm.
